OSBA’s Division of Legal Services always is looking for ways to provide our members with new and useful resources. We’ve been hard at work during the first half of 2018 updating existing resources, creating new ones and planning workshops to provide members with the latest and greatest school law-related information. Here are just a few of the resources and events available to members:

Upcoming workshops

Sports Law Workshop
Embassy Suites, 2700 Corporate Exchange Drive, Columbus
Friday, Jun. 15
9a.m.-3:15p.m.

This workshop is designed to provide participants with information on the legal issues affecting school sports from both academic and practical perspectives. Topics at this year’s workshop will include:

  • OHSAA legal update;
  • Protecting student athletes from sexual misconduct;
  • Title IX compliance and equity in athletics;
  • Concussions: medical, insurance and legal perspectives

This program has been approved by the Supreme Court of Ohio Commission on Continuing Legal Education for 5.0 hours of CLE Credit.

An perennial favorite, OSBA’s Attendance, Tuition and Custody Law Workshop provides attendees with information on the latest developments impacting the complex and ever-changing law regarding attendance and tuition. This workshop serves as a great resource for attendance coordinators to learn about changes and consult with their peers. Collective Bargaining Workshop
OSBA, Columbus
Friday, Sept. 7
9a.m.-3:15p.m.

This new OSBA workshop will prepare attendees for what they need to know to serve as effective bargaining team members. The workshop will cover a number of topics, including, costing out your collective bargaining agreement, determining whether Interest Based Bargaining (IBB) is right for your district, and successful labor relations practices in the digital age. The registration fee for this event includes a copy of OSBA’s newly updated Labor Relations for Ohio Public Schools book. New and updated legal resources

Parliamentary procedure fact sheet (NEW!)

In April, OSBA’s Division of Legal Services released a new fact sheet on parliamentary procedure. The fact sheet includes general information about Robert's Rules of Order, agendas, consent agendas, how to make a motion, and frequently misused motions. The final page of the fact sheet includes a "Motions at a Glance" chart that is designed to be printed as a single-page cheat sheet that can brought to and referenced by board members at board meetings. A copy of the new fact sheet is available online at: https://www.ohioschoolboards.org/sites/default/files/OSBAParliamentaryProcedureFactSheet.pdf.  

District property disposal fact sheet

Just this month, OSBA’s Division of Legal Services made additional revisions to its district property disposal fact sheet. This fact sheet serves as a helpful resource to understand the often-confusing statutory provisions regarding district obligations as they relate to the disposal of district property. HR Desktop Reference Guide to School Law

OSBA recently updated the HR Desktop Reference Guide to School Law, which serves as a complimentary quick reference for school board members and school administrators, drafted by the Ohio Council of School Board Attorneys’ executive committee and OSBA’s Division of Legal Services. The idea to offer this helpful resource originated with the 2011 OCSBA executive committee. The guide has since been updated by members of the 2014, and most recently, 2017 OCSBA executive committees.

The guide provides concise information about the laws that directly relate to public school employment in Ohio.  It includes a review of information and resources on:

  • The hiring process;
  • Employment contracts, compensation and benefits;
  • Employment issues, including discipline, evaluations, contract renewal and nonrenewal, and end of employment, among others;
  • Public records and personnel files;
  • And more
