Association lobbyists will host the webinar detailing the final bill as passed by the legislature and signed by the governor.

July 6, 2017 Gov. Kasich takes action on HB 49 —        

Late in the evening of June 30, Gov. John R. Kasich acted on Amended Substitute House Bill (HB) 49, the biennial budget legislation for fiscal years 2018 and 2019. Prior to signing the bill, the governor used his line-item veto authority on 47 different provisions, with several impacting primary and secondary education.

June 29, 2017 Additional HB 49 budget information —              

The Ohio House and Senate both approved the House Bill (HB) 49 conference committee reportyesterday afternoon. The House vote was 59-38 and the Senate vote was 24-8. The legislation is now awaiting action by Gov. John R. Kasich. 

June 28, 2017 General Assembly conference committee acts on state budget —  

The conference committee on House Bill (HB) 49, the biennial budget bill for fiscal years 2018-2019, approved its final recommendations on the bill Tuesday evening.

The following are school funding printouts showing foundation aid and total funding (foundation aid plus fixed rate operating tangible personal property tax reimbursements) under the HB 49 conference committee report for traditional districts and JVSDs.


Late yesterday, the Ohio Senate voted 24-8 to approve Amended Substitute House Bill (Am. Sub. HB) 49, the biennial budget bill. A copy of the Legislative Service Commission’s comparison document for education. The comparison shows the executive proposal, the House version and the Senate version.

June 13, 2017 Contacts needed on Senate substitute budget bill —

Contacts with state Senate members are needed! We expect the Senate Finance Committee to make changes to the bill through an omnibus amendment early next week. There is still time to influence the bill!

May 23, 2017 Sub. HB 49 budget Issues —

As the state Senate continues its deliberations on Amended Substitute House Bill (Am. Sub. HB) 49, the biennial budget bill, there are two important issues that need your attention:

The Senate Finance Subcommittee on Primary and Secondary Education will hear public testimony at 10 a.m. May 18; 2:30 p.m. May 24; and 10 a.m. May 25. The subcommittee added May 18 to the public testimony schedule. We urge members to testify.
