Governor activity
Gov. Mike DeWine announced the executive budget recommendations during the annual State of the State address. The following education-related items were highlighted:

  • Continue the phase-in of the Fair School Funding Plan;
  • Provide all public and private schools funding for school resource officers;
  • Provide $100 million to launch new in-demand career-tech programs and industry-recognized credential programs across the state;
  • Increase the eligibility for EdChoice vouchers up to 400% of the federal poverty level;
  • Require the Ohio Department of Education (ODE) to create professional development coursework rooted in evidence-based strategies for effective literacy instruction and provide funding to schools and districts to incorporate the literacy training in their classrooms;
  • Require ODE to support up to 100 additional literacy coaches in schools and districts with the lowest reading proficiency;
  • Continue funding for tutoring services;
  • Provide additional College Credit Plus funding to provide additional training for teachers to instruct classes on high school campuses.

Additional information on the Governor’s budget recommendations can be found here. The House Finance Committee Chair Rep. Jay Edwards (R-Nelsonville) indicated that the budget bill is forthcoming, and hearings will begin in the near future.

Ohio Department of Education
ODE has the following proposed rules open for public comment:

  • OAC 3301-24-30 Educator license validation in financial literacy instruction.
  • OAC 3301-47-01 Establishment of an education program for parents of truant students.
  • OAC 3301-20-01 Employment of individuals in positions that require a license and licensure of individuals with certain criminal convictions or other alternative dispositions.
  • OAC 3301-73-01 to 3301-73-27 Professional Conduct Educator Rules
