House Government Oversight Committee
The committee amended and heard proponent testimony on  HB 257, sponsored by Reps. James M. Hoops (R-Napoleon) and Thaddeus J. Claggett (R-Newark), which would authorize certain public bodies to meet virtually, including the School Employees Retirement Board. School boards, among other boards, are not included in the authorization. The amendment also does the following: 

  • Excludes the Board of Directors of the Bureau of Workers’ Compensation from the bill's provisions;
  • Requires public bodies to define "major nonroutine expenditure" and "significant hiring decision."

House Transportation
The committee held a third hearing on HB 279, sponsored by Rep. Bernard Willis (R-Springfield), which would require occupant restraining devices to be installed on all school buses within five years.

The committee also held a third hearing on HB 140, sponsored by Richard D. Brown (D-Canal Winchester), which would increase penalties for passing a school bus and allow the use of cameras on school buses.

House Agriculture
The committee held a second hearing on HB 193, sponsored by Reps. Kevin D. Miller (R-Newark) and Brian Lampton (R-Fairborn), which establishes procedures and requirements governing biosolid lagoons and biodigestion facilities — including granting county and township zoning authority over those lagoons and facilities — and modifies the CAUV eligibility requirements for certain land used to produce biofuels.

New Bills Introduced

  • HB 310, sponsored by Rep. Don Jones (R-Freeport), regards purchases of military service credit by State Teachers Retirement System members.
  • HB 311, sponsored by Reps. Jay Edwards (R-Nelsonville) and Justin Pizzulli (R-Scioto County), prohibits differing ticket prices for online and cash school-affiliated events and requires a student ticket to be less than an adult priced ticket.
  • HB 312, sponsored by Reps. Angela White (R-Kettering) and Tom Young (R-Washington Township), establishes the Regional Partnerships Program and makes an appropriation.
  • SB 181, sponsored by Sen. Shane Wilkins (R-Hillsboro), prohibits differing ticket prices for online and cash school-affiliated events and requires a student ticket to be less than an adult priced ticket.
  • SB 182, sponsored by Sen. Michele Reynolds (R-Canal Winchester), establishes the Foster-to-College Scholarship Program, requires the Department of Education and Workforce to hire a full-time school foster care liaison, and makes an appropriation for the Foster-to-College Scholarship Program.
