On July 3, Gov. Mike DeWine signed into law the state’s operating budget, Am. Sub. House Bill (H.B.) 33.  The bill contains significant changes for Ohio’s schools in many areas, including school funding, pupil transportation, and educator licensure. OSBA’s staff is in the process of reviewing H.B. 33 and distilling the most useful information for school districts, board members and administrators. Over the next few weeks, OSBA will provide updates on specific legislative changes from the budget bill and their potential impact on your district. In the meantime, here are the links to several helpful documents:

  • Legislative Text of H.B. 33
  • LSC Comparison Document – The LSC comparison document provides brief descriptions of the provisions that make up the budget bill. The document is arranged in alphabetical order by state agency.
  • Analysis and additional documents – This website includes LSC’s analysis of the “as passed by” House and Senate versions of the bill. Typically, a “Final Analysis” document is also posted after the bill is signed by the Governor. This website also contains links to the Governor’s veto message and vetoed language.

For more information about key provisions in the budget bill that affect public schools, register to attend the Budget Analysis and Discussion (BAD) Seminar. This seminar will be hosted by OSBA, BASA and OASBO on Monday, Aug. 1 and provides insights on the budget process, reviews the final version of the legislation, and offers an in-depth analysis on the 2024-25 state budget.
