To require local governments that contest property values to formally pass an authorizing resolution for each contest and to notify property owners.

To enact the "Ohio Anti-Bullying and Hazing Act" with regard to school discipline and bullying and hazing policies at public schools and public colleges.

To prescribe a per pupil funding guarantee for certain school districts and to make an appropriation.

To prohibit an employee of a school or institution of higher education who is not in a position of authority from engaging in sexual conduct with certain students.

Regarding student religious expression and to entitle the act the "Ohio Student Religious Liberties Act of 2018."
