Unfortunately for many schools, clearly understanding the steps and processes for fiscal caution/watch/emergency is becoming an important issue. Treasurers need to know when to call ODE or AOS; how the solvency fund works; what catastrophic grants are; and how the process impacts five-year forecasting. This presentation will cover all aspects of the process, as well as allowing time to address your questions and concerns.

This session will focus on options that are available to schools that are trying to figure out how to leverage the revenues they have and how to generate more.  We will touch on such topics as moving inside millage, refunding outstanding bond issues at lower rates, the substitute levy and a new combination levy option.

ODE has restructured to deal with a reducing work force.  ODE also has to implement new rules resulting from HB 153 and a new “bridge” formula.  ODE representatives will be updating attendees on all the changes districts can expect to see.

✦ School district finance in a post--HB153 world

Quoting Bob Dylan's Academy Award-winning song, "Things Have Changed".  This session will feature a presentation by a Squire Sanders public finance attorney covering a variety of changes resulting from the enactment of the State Biennial Budget Bill (HB 153) and other recent bills including an overview of changes to bond issue, tax levy and election law; contracts; school funding; and other notable changes.

HB 153 has provisions that eliminate the School Employee Health Care Board, creating a new Public Employer Health Care Advisory Group and authorizes the Ohio Department of Administrative Services (DAS) to create pools effective 7/1/12 after conducting a study by the end of this calendar year.
