How the budget bill affects school personnel and board policy

House Bill 153, the newly enacted budget legislation, contains changes to Ohio law that significantly impacts school personnel management in several areas, such as evaluations, seniority, merit pay and health care. There are also policy revisions that need to be considered. A key consideration will be the interplay between the law's effective date and the expiration dates of collective bargaining agreements.
